This isn't as insane as it sounds. The waterline looks to be of as pre-dreadnought style design (the bulbous section below the waterline that juts out past the waterline). It's a ram-style hull that fell out of fashion, from what I was told, due to the increase in naval gunnery range brought on by the dreadnoughts. Russians seemed to hold onto that style for longer than most, though not as pronounced as this one.

As for the 7x3 turrets, there was a brief time when dreadnought design pointed towards mixed-heavy calibers, to provide for both ample weight of shot and ample coverage of range. The trade-off being that, turrets, ammo, and everything else related being heavy, this ship would be dog-shit slow.

Now, with this ship having an insane person's ramming bow, as well as what I would consider to be an overabundance of armament, there's one place that the Tsar's/Soviet navy could use this thing; St. Petersburg, Black Sea Fleet, for zee Germans. It wouldn't have lasted long, but it would have made an impressive blaze of glory, going down with a German ship impaled on each end and 4 or 5 others in flames surrounding it.

Or, given Russian construction of the time, the first mid caliber strike would have detonated the magazine.

Don't forget that the waist gun's barbettes must be part of the side belt armor, because they're so close to the sides of the ship. Unless this thing has epic blisters below the waterline, say goodbye to any kind of torpedo protection near the middle of the ship. There also wouldn't be much room for machinery spaces as well.

There is actually a good space in the rear for machinery. Not a lot, but then again, this is just a floating Baltic fort.

Seriously, this design is so Russian it plays hockey with a bear.

edit - Just realized that my first post says Black Sea Fleet, but should say "Baltic." This thing would be like killing an ant with a sledgehammer in the Black Sea circa 1917. Well, if the sledgehammer was stupidly slow and easily exploded.]

edit 2 - Theory; maybe the guns have to swing to perpendicular to the longitudinal axis of the ship to reload, as there's an apparent overhang over the two mid turrets. It's a great way to get the magazine back at centerline, but also an amazing way to make it more prone to exploding when hit by anything larger than small arms fire. I mean, it's crazy, but once again we're talking about Tsarist naval design, not the sanest section of the naval design world.
